Betting is legal and regulated in Côte d’Ivoire under Law No. 2020-480 of 27 May 2020, which created the gaming regulator ARJH (under the Ministry of Economy and Finance) and reaffirmed LONACI’s role. LONACI holds an exclusive concession over lotteries, sports betting, virtual sports and horse racing, and licenses private operators such as 1xBet, Betclic and Premier Bet. The legal age for all gambling is 18.

Côte d’Ivoire’s gambling sector is governed by Law No. 2020-480 of 27 May 2020 and overseen by the ARJH (Autorité de Régulation des Jeux de Hasard), a regulator under the Ministry of Economy and Finance. LONACI (Loterie Nationale de Côte d’Ivoire) is the state operator holding exclusive rights over the physical network and part of the online network for lotteries, sports bets, virtual events and horse racing, and grants concessions/licenses to private operators — currently including 1xBet, Betclic and Premier Bet.

Horse-race betting runs on a pari-mutuel basis through LONACI’s PMU (e.g. Quinté+). In 2025 authorities tightened enforcement: corporate income tax on gambling firms rose to 30% with a 15% withholding tax on winnings, and an ARJH–LONACI–Afitech platform launched (Oct 2025) for real-time transaction monitoring against 500+ unauthorized betting sites.

Prediction markets are not addressed by Law 2020-480 (left null). Minimum betting age 18.
