Sports betting (online and retail) is fully regulated in Ghana under the Gaming Act 2006 (Act 721), licensed and supervised by the Gaming Commission of Ghana, with major operators like Betway, SportyBet, betPawa and 1xBet active. The controversial 10% withholding tax on bettors’ winnings (introduced August 2023) was repealed in 2025 by the Income Tax (Amendment) Bill, effective around April 2025, so winnings are now tax-free for players (operators still pay 20% GGR tax). The minimum betting age is 18.

Ghana’s gambling sector is governed by the Gaming Act 2006 (Act 721), which legalized all games of chance except the national lottery and established the Gaming Commission of Ghana (GCG), an agency under the Ministry of the Interior, to license and supervise casinos, sports betting and gaming machines. Both local and international sportsbooks must obtain a GCG licence; as of mid-2025 there were around 90 licensed operators, paying 20% tax on GGR.

The defining recent saga is the betting-winnings tax: a 10% withholding tax introduced in August 2023 proved deeply unpopular, and Parliament passed the Income Tax (Amendment) Bill, 2025 on 26 March 2025 abolishing the 10% tax on betting/lottery/gaming winnings (GRA confirmed effect around 2 April 2025), so player winnings are once again untaxed. Into 2026 the Act 721 framework and GCG oversight continue without major overhaul, with emphasis on KYC/age verification (minimum 18) and responsible gaming.

Horse-race betting is legally permissible under the same framework but exists mainly as international-race betting within licensed sportsbooks rather than a domestic tote industry. Prediction markets have no specific Ghanaian regulatory treatment (left null).
