Gambling in Egypt is broadly prohibited for Egyptian citizens under Islamic principles and the Civil Law, with land-based casinos legal only for foreign passport holders in licensed hotels (overseen by the Ministry of Tourism). The only forms historically permitted for locals are the state National Lottery and on-course horse-race betting. There is no online betting licensing, and in 2026 authorities moved aggressively to block offshore betting sites and criminalize online gambling.
Egypt is a Muslim-majority country where gambling is broadly forbidden for citizens under Islamic law and Civil Law no. 131/1948 (Art. 739 voids all betting agreements). Brick-and-mortar casinos are legal but restricted to non-Egyptians (foreign passport holders), operate only inside licensed tourist hotels using foreign currency, and are overseen by the Ministry of Tourism and Antiquities.
The two narrow exceptions open to locals are the government-licensed National Lottery and the historic horse-race betting tradition — pari-mutuel/totalisator wagering dating to ~1899 at the Gezira Sporting Club, El Shams Club, and the Alexandria and Smouha clubs, run by The Jockey Club of Egypt (classified tolerated, as there is no modern standalone statutory gambling regulator).
Online sports betting and online casinos are neither licensed nor regulated. In February 2026 Parliament’s Communications Committee began blocking unlicensed offshore betting apps/sites (e.g. 1xBet), and in May 2026 officials said the Cybercrime Law would be amended to explicitly criminalize online gambling (penalties up to life imprisonment in the most serious cases).
Prediction markets fall under the general betting prohibition. Casino entry age is 18 (some venues 21); no legal gambling age exists for citizens.
