Isle of Man
The Isle of Man is first and foremost an operator-licensing / e-gaming corporate hub: since 2001 it has licensed online gambling and software-supply companies (historically home to firms such as Microgaming and parts of The Stars Group lineage) that primarily serve OTHER markets, with a tier-one GSC licence, 0% corporate tax and low gaming duty. For the domestic market, online and land-based betting are fully regulated under OGRA 2001 and the GBLA 1988. The minimum gambling age is 18.
The Isle of Man’s gambling sector is built around its role as a B2B/B2C e-gaming licensing and corporate hub rather than a large domestic betting market, attracting operators and platform/software suppliers who serve international markets. The Gambling Supervision Commission (GSC), an independent statutory body established in 1962, regulates all gambling on the Island.
The core legislation is the Online Gambling Regulation Act 2001 (OGRA), under which one licence can span sportsbook, casino, poker, bingo, lottery and pari-mutuel, with dedicated Software Supplier and Network Services licences for platform models; land-based betting/bookmaking falls under the Gaming, Betting and Lotteries Act 1988, and the Island is also an international pari-mutuel hosting hub.
The jurisdiction is notably crypto/blockchain-friendly, permitting operators to accept virtual assets and offering a Token/Blockchain Software Supplier licence category. In 2025 the Government published a National Risk Appetite Statement to strengthen eGaming risk mitigation, and GSC powers expanded to include AML/CFT authority and civil penalties.
Spread betting is excluded from OGRA and supervised by the Financial Services Authority. Prediction/event markets are not specifically addressed by IoM statute or GSC guidance, so that vertical is left null (unverifiable) rather than guessed. Minimum gambling age 18.
