Kazakhstan operates a licensed-bookmaker betting regime, not a prohibition: online sports betting and horse-race totalizators are legally regulated under the 2007 Law "On Gambling Business," overseen since September 2024 by a dedicated Committee for the Regulation of Gambling and Lottery Activities under the Ministry of Tourism and Sports. A 2023-2024 reform centralized all betting payments through a mandatory Betting Account Center / Unified Accounting System and expanded who is barred from betting (civil servants, military, debtors). The minimum age is 21 (a proposed rise to 25 was not enacted), and prediction markets have no legal framework and are effectively prohibited.
Kazakhstan licenses bookmakers and totalizators under the Law "On Gambling Business" (2007), with 10-year licenses requiring in-country hardware; licensed bookmakers include Olimp, Zenit and Leonbets. A major 2023-2024 reform created a dedicated regulator — the Committee for the Regulation of Gambling and Lottery Activities under the Ministry of Tourism and Sports — and built a centralized accounting/payment infrastructure (the Betting Account Center, evolving into the Unified Accounting System) through which essentially all licensed online bets must be routed, retaining ~1.5% of turnover.
This payment-clearing monopoly remains politically contested but is distinct from a state monopoly on bookmaking itself. Access has been progressively restricted: since the July 2024 law and 2025 amendments, civil servants, military, heads of budget organizations and probation individuals are barred, and advertising is heavily curtailed. Pari-mutuel horse-race betting is legal under a separate totalizator licence.
The enforced minimum betting age is 21; a high-profile proposal to raise it to 25 was debated but not enacted as of 2026. Prediction markets fall outside the four licensable forms (casino, slot halls, bookmaker, totalizator) and are treated as illegal gambling (Kazakhstan blocks unlicensed sites — 11,000+ flagged in 2024).

Kazakhstan operates an official self-exclusion register: in the eGov Mobile app, go to Services › Tourism and Sports, select the service to restrict participation in gambling/betting, set an end date (up to 10 years) and sign with a quick-access code or biometrics; you are added to the prohibited-persons list automatically (irrevocable before the chosen end date) and the ban applies instantly across all licensed operators. The authorised gambling body maintains the restricted-persons list and oversees operator compliance. No single dedicated domestic gambling-counselling helpline was confirmed; for support, the free international service Gambling Therapy (gamblingtherapy.org) offers help in several languages including Russian.
