Lebanon permits gambling only through tightly controlled state monopolies. Casino du Liban holds the exclusive land-based and online gaming concession (granted 1959, renewed 1996 for 30 years, expiring 2026), and its subsidiary BetArabia holds the sole Ministry of Finance licence (Nov 2022) for online sports betting and casino games; offshore private sites are blocked. Legal pari-mutuel horse-race betting continues at the SPARCA-run Beirut Hippodrome, while the national lottery is run by La Libanaise des Jeux.
Lebanon’s legal gambling sits entirely within state-sanctioned monopolies overseen by the Ministry of Finance (with the Ministry of Interior handling licensing/enforcement). La Libanaise des Jeux is the national lottery operator (Loto, Zeed, scratch games) but does not offer sports betting. Casino du Liban, the Middle East’s first casino (est. 1959), holds an exclusive land-based and online gaming concession running to 2026, and in November 2022 launched BetArabia, the only Ministry of Finance-licensed online sportsbook and casino in the country — with the state technologically blocking unauthorised offshore operators (so private offshore betting is effectively prohibited).
Legal pari-mutuel horse-race betting endures at the Beirut Hippodrome under SPARCA — the only legal track betting in the Arab world — with weekly meetings, though it is threatened by the post-2019 economic crisis and illegal betting. The 2026 expiry of the Casino du Liban concession is the major regulatory wildcard. Prediction markets fall outside the licensed monopoly framework and are treated as prohibited.
The minimum gambling age at licensed betting/casino venues is 21 (lottery products are 18+).
