Uruguay
Gambling in Uruguay is overwhelmingly state-controlled. Online sports betting is a legal state monopoly offered solely through Supermatch (La Banca de Quinielas), regulated by the DNLQ under the Ministry of Economy and Finance, while private offshore operators are unlicensed and actively blocked. Horse-race pari-mutuel betting at Maroñas is legal and regulated; the minimum betting age is 18.
Uruguay maintains a state-centric gambling model in which legal online sports betting is offered exclusively through Supermatch, operated by the state-linked La Banca de Quinielas de Montevideo and overseen by the Dirección Nacional de Loterías y Quinielas (DNLQ), an agency of the Ministerio de Economía y Finanzas dating to 1856. Private and offshore online sportsbooks are not licensed; the state enforces the monopoly by blocking 150+ illegal websites and, in early 2026, issued Resolution 015/2026 tightening operator rules with mandatory biometric "proof of life" identity verification and WLA Level 4 Responsible Gaming certification.
Horse racing is served by legal pari-mutuel wagering at the Hipódromo Nacional de Maroñas, operated by Hípica Rioplatense Uruguay S.A. (a Codere-led concession since the 2003 reopening), on-track and online. A significant online-regulation effort is underway: the government announced a bill to regulate online gaming in the first half of 2026, contemplating a state online-gaming platform, a new regulatory agency and a national bettors’ registry.
The minimum gambling age is 18. Prediction markets are not addressed in law or the reform proposals (left null).
No operator on this site has been confirmed on the Uruguay regulator's register for online sports betting.
