Guatemala has no comprehensive gambling statute and no dedicated gaming regulator. Most gambling is technically illegal under Penal Code Article 477, but casinos, betting shops and offshore online sportsbooks operate openly in an unenforced grey market, while the only clearly legal vertical is the charitable state lottery (Lotería Santa Lucía). Multiple reform attempts — notably Bill 4294 ("Ley de Juegos de Azar") — have stalled; in 2025 the Economic Committee of Congress issued a favorable opinion on a gaming-regulation initiative (March 2025) and the Minister of Economy urged Congress to enact it, but as of mid-2026 no comprehensive law has passed.

Horse-race betting (no commercial racing industry) and prediction markets have no verifiable framework (left null). The minimum gambling age is 18.
