LONASE (founded 1966, supervised by the Ministry of Finance and Budget) holds a legal monopoly over lotteries and sports betting in Senegal and is the mandatory gatekeeper for online market entry. The governing framework — built around a 2004 decree and older retail-kiosk laws — does not properly address online gambling, so the digital sports-betting market operates ahead of regulation with no formal online licensing and no dedicated online regulator.

In February 2026 LONASE signed partnership agreements (LonaseWay, Lonase 22bet, Lonase Partner) to launch monopoly-compliant online platforms. Private/offshore operators such as 1xBet and Premier Bet remain active under foreign licenses (~20-30% market share), though Senegalese law nominally prohibits betting on unlicensed foreign sites without enforcement — hence sports betting is classified grey_market overall.

Horse-race betting is officially provided through LONASE’s partnership with France’s PMU (launched March 2022), placing it inside the sanctioned state framework (regulated). A 20% tax on gambling winnings took effect 1 November 2025. Prediction markets have no Senegal-specific treatment (left null). Minimum age 18.
