Gambling in Paraguay is legal and regulated by CONAJZAR (now under the tax authority DNIT) per Law 1016/1997 as amended by Law 7438/2025. Online sports betting has been run under a single nationwide exclusive concession held by Daruma Sam (Apostala) valid until 2028, a tender mired in corruption allegations and litigation. The 2025 reform abolishes the monopoly model in favor of controlled competition (up to three operators per vertical), with DNIT planning to tender additional sports-betting licenses in 2026.

Paraguay’s gambling sector is regulated by the Comisión Nacional de Juegos de Azar (CONAJZAR), which since the 2025 restructuring operates under the Dirección Nacional de Ingresos Tributarios (DNIT) with expanded enforcement powers. The legal base is Law 1016/1997, substantially amended by Law 7438/2025 (signed by President Santiago Peña) and Decree 3846/2025, which replaced the historic single-operator monopoly with "controlled competition" allowing up to three licensed operators per game type.

Online sports betting has been operated nationally and exclusively by Daruma Sam S.A. under the Apostala (aposta.la) brand, awarded through Public Tender N°01/2022 and running until 2028 — a concession that drew sustained controversy, including litigation from losing bidders and money-laundering scrutiny. As of December 2025, DNIT shifted toward favoring early competition and is assessing a 2026 tender to add two more sports-betting operators despite Apostala’s exclusivity through 2028.

Horse racing is organized (Jockey Club del Paraguay / Hipódromo de Asunción) and pari-mutuel betting falls within CONAJZAR’s remit (regulated). Prediction markets are not addressed (left null).
