Sri Lanka is mid-transition from a fragmented, partly grey gambling regime to a unified one. Land-based betting has long been licensed and taxed under the Betting and Gaming Levy Act No. 40 of 1988, while online betting historically operated as an unregulated grey market dominated by offshore sites. The Gambling Regulatory Authority Act No. 17 of 2025 (effective 1 December 2025) creates a single regulator (the GRA) intended to license casinos, betting, sports betting and online/digital gambling, but as of June 2026 the GRA is not yet fully operational (target 30 June 2026) and online licenses have not yet been issued.
For decades Sri Lanka taxed and tolerated land-based betting and gaming under the Betting and Gaming Levy Act No. 40 of 1988, with the levy collected through the Department of Inland Revenue, but there was no online licensing regime, leaving online sports betting an unregulated grey market served largely by offshore operators. Driven partly by IMF fiscal-reform pressure, Parliament passed the Gambling Regulatory Authority Act No. 17 of 2025 (certified 3 September 2025, in operation 1 December 2025), creating a single independent Gambling Regulatory Authority (GRA) to license and oversee casinos, betting, sports betting, online/digital gambling, offshore operations and Colombo Port City gaming.
The Act repeals the Betting on Horse-Racing Ordinance, Gaming Ordinance and Casino Business (Regulation) Act, folding horse-race betting (historically permitted via on-course bookmakers at the Royal Turf Club, Nuwara Eliya) into the new framework. Online betting is now legal in principle but only if licensed; the GRA was still being stood up as of mid-2026 (targeting full operation by 30 June 2026), so online betting remains effectively grey/transitional and horse-race betting tolerated pending full implementation.
Tax settings tightened from 1 January 2026 (gross levy raised to 18%). Minimum gambling age 18. No dedicated official GRA website was identifiable as of June 2026.

Sri Lanka is moving to a regulated market under the Gambling Regulatory Authority Act of 2025, with the new Gambling Regulatory Authority (GRA) coming into operation from December 2025 and still being fully stood up through mid-2026. The law mandates future responsible-gambling tools (self-exclusion, spending limits), but no GRA-run self-exclusion register or dedicated gambling helpline is operational yet. In the meantime, the most actionable resource is Sri Lanka's National Mental Health Helpline 1926 (National Institute of Mental Health, 24/7; also WhatsApp 075 555 1926) — a general line — plus the free international service Gambling Therapy (gamblingtherapy.org). Self-exclusion is mandated under the 2025 Act but the GRA register is not yet live; re-check the GRA once it is fully running.
