Ethiopia historically regulated sports betting and lottery through the National Lottery Administration (Ethiopian Lottery Service), with licensed operators and a 21+ age limit under Directive No. 172/2021. On 15 December 2025 the Ethiopian Lottery Service revoked the licenses of all sports betting operators nationwide following investigations into alleged revenue concealment and national-security concerns, ordering an immediate shutdown. As of mid-2026 sports betting is effectively prohibited with no announced reopening framework, while the state lottery remains operational.

Sports betting in Ethiopia was licensed and supervised by the National Lottery Administration (NLA) / Ethiopian Lottery Service under the Ministry of Finance, governed by the Sports Betting Lottery Directive No. 172/2021 (effective 1 Sept 2021), which set a minimum betting age of 21 and licensed numerous operators. In November–early December 2025 the regulator suspended 22 betting companies amid a criminal investigation into suspected under-reporting of revenue; on 15 December 2025 this escalated into a blanket revocation of ALL sports betting licenses nationwide — covering online platforms, retail shops, agents and payment services — citing licensing breaches, illegal money transfers, alleged concealment of over 100 billion birr, and national-security threats.

Operators were ordered to halt all bets immediately and financial institutions to block betting-related transactions. As of mid-2026 no new licensing framework, reinstatement or reopening roadmap has been announced, leaving the once-regulated sector in total shutdown (classified prohibited) while the state lottery continues. There is no dedicated horse-race betting framework (null) and prediction markets are not addressed in law (null).

Sports betting is effectively prohibited in Ethiopia: on 15 December 2025 the Ethiopian Lottery Service revoked the operating licences of all sports-betting companies, ordering retail, online and agent operations to stop and instructing banks to block betting transactions.
