Sports betting in Uganda is legal and regulated by the National Lotteries and Gaming Regulatory Board (NLGRB) under the Lotteries and Gaming Act 2016. Although President Museveni issued a 2019 directive to halt new betting licenses and not renew existing ones, the freeze was never fully implemented — licensing continued, with 63 operators licensed for 2025 and the 2026 renewal window opened in October 2025 under stricter compliance rules. The minimum betting age is 25, among the highest in Africa.
Uganda regulates gambling through the Lotteries and Gaming Act No. 7 of 2016, which established the National Lotteries and Gaming Regulatory Board (NLGRB) to license and supervise lotteries, casinos, gaming and betting. In January 2019 President Museveni ordered that no new betting/gaming licenses be issued and existing ones not be renewed, citing harm to youth; the finance ministry later clarified the measure targeted chiefly foreign-owned firms rather than a blanket prohibition.
In practice the freeze did not become a permanent shutdown — the NLGRB published a list of 63 licensed operators for 2025 and on 3 October 2025 opened its 2026 license renewal window under Section 47 of the Act, introducing stricter compliance (AML/CFT reporting, Financial Intelligence Authority registration for casinos, mandatory connection of electronic gaming machines to the National Central Electronic Monitoring System).
From 1 July 2026 Uganda plans a 30% tax on gross gaming revenue and a 15% withholding tax on winnings. Horse-race betting falls under the same NLGRB licensing regime (regulated, niche). Prediction markets are not addressed in law (left null). The minimum betting age is 25 (the National Lottery is an 18+ exception). Note: the regulator’s official domain is lgrb.go.ug.

Uganda's regulator, the National Lotteries and Gaming Regulatory Board (NLGRB/LGRB), runs a toll-free responsible-gaming line on 0800 285 800 (WhatsApp +256 760597435) — a regulator support/complaints line rather than a clinical counselling service. The minimum gambling age is 25. Under the Responsible Gaming Directives (2025), licensed operators must run a self-exclusion scheme: you sign a self-exclusion agreement with an operator, who notifies the Board; the NLGRB keeps a national register of self-excluded persons and informs all licensees, who must refuse service and stop marketing.
