Who Runs Kalshi
Kalshi is a futures exchange rather than a bookmaker, and it is two companies rather than one. The entity the Commodity Futures Trading Commission designated as a contract market is KalshiEX LLC, and the clearing is done by a separately registered company, Kalshi Klear LLC. A customer who places a trade is dealing with an exchange and a clearing house, not with a book that takes the other side of the bet.
Where Kalshi Is Regulated
The CFTC's register records Kalshi as a designated contract market with the status "Designated" and a date of 11/03/2020. The register also records a change: "On January 17, 2025, the Commission granted Kalshis petition to modify its Order of Designation to permit intermediated futures trading" — meaning trades may reach the exchange through an intermediary rather than only direct from the customer. Kalshi Klear LLC was registered as a derivatives clearing organisation on 08/28/2024, "permitted to clear futures, options on futures, and swaps".
What a Designated Contract Market Is, and Why It Matters Here
The CFTC describes designated contract markets as "boards of trade (or exchanges) that operate under the regulatory oversight of the CFTC, pursuant to Section 5 of the Commodity Exchange Act (CEA)", and notes that they are the venues most like traditional futures exchanges, which "may allow access to their facilities by all types of traders, including retail customers". That is a federal commodities regime rather than a state gambling licence, which is why an event contract can be available in a state where sports betting is not.
Funding an Account
The deposit methods recorded for Kalshi on this site are a bank transfer, Apple Pay, and the dollar stablecoin USD Coin. A bank transfer and Apple Pay both settle in dollars; a stablecoin deposit settles on a public ledger instead, which means it cannot be reversed and there is no chargeback.

This site records one availability row for Kalshi: the United Kingdom, not available. Beyond that, Kalshi's own eligibility terms are the only authority on who may open an account.
Verdict
Kalshi is a CFTC-designated exchange with its own registered clearing house, which is a materially different proposition from a sportsbook: the counterparty is the market rather than the house, and the oversight is federal commodities law rather than a gambling licence. What that regime does not do is cap losses or make an event contract a good bet — a trade can still go to zero. For a reader, the useful question is whether the contract on offer settles on something they can actually judge.
